The Republic of Sakha (Yakutia) is a unique multinational region, which occupies a vast territory with harsh climatic conditions. According to the Strategy of socio-economic development of Sakha(Yakutia) up to 2032 one of the strategic objectives of Yakutia is to preserve the cultural and historical heritage and increase the access of wide layers of the population to the best examples of art and culture, including support of domestic and national literature, a revival of interest and promote reading, provide access to works of Russian classical and modern literature, works on the languages of the peoples of the Sakha Republic (Yakutia). Currently one of the most dangerous trends in modern society is the decline of interest in reading a large part of the population, including children and adolescents. In the whole of Russia and the Republic of Sakha (Yakutia), the growth do not read or read only from case to case citizens, is changing practices of reading, the transition from reading on paper to reading on a computer screen or phone and the use of various media products. The results of the survey showed that more than 62% of children and adolescents in the Republic prefer to read online, 58% of children do not use libraries, 30% of children said they all spend their free time in social networks, watching videos and gaming on the Internet. Has deteriorated significantly the level of literacy and the possession of the children in the native language. Thus, reading books is replaced with entertainment, less "expensive" from an intellectual point of view activities, is the loss of the reader's competence – knowledge of the laws, rules and regulations literature, allowing to pyrovate and carry out independent work on the development of literary texts. According to experts, it is the loss of reading skills, the loss of the reader's competence leads eventually to the loss of value-semantic, General cultural, educational-cognitive, informational, communicative and personal competences. This inevitably leads to a rapid cultural degradation of society, to reduce the level of General culture, of the failure to understand and accept not only other cultures, but also the unknown region of their own culture. Modern socio-economic development of society, the increase of the volume of information increases, the ability to read, extract, analyze, process information, acquire new knowledge, to help in practical life and in further learning. All of this is largely determined by the level of development that is reading competency. Task of libraries as information centers is not just providing access to information, but also the organization of cultural and educational activities aimed at the formation of information culture and reading competency. In this regard, it is necessary on an ongoing basis to develop and implement activities that promote the maximum involvement of the broad masses of the population, especially children and Teens, families with children in the reading process, generate and maintain interest in books and desire to read, love literature. The problem of declining interest in reading is complex and cannot be solved by only libraries. It requires large-scale and systematic support and social partnership, combining the efforts of libraries, institutions of education and science, government, media, nonprofit and commercial organizations.
